  • 2023 LEGISLATIVE REPORT #1

    Hello Friends:

    The 2023 session of the Indiana General Assembly has commenced. Bills are being scheduled and heard in committees, sometimes with short notice. 

    Attached you will find 2023 Legislative Report #1. As usual, the report is very lengthy as we have tried to include a variety of bills thought to be of significant interest to our members. As the session advances, the list of bills will shrink as bills are either not heard in committee or fail to pass through the process for various reasons. Please review Legislative Report #1 and subsequent reports to monitor the progress of each bill.

    SB299, HB1016 and HB1186 are all FOP-sponsored bills. SB299 provides that a person who refuses to follow the lawful commands of a law enforcement officer to move a specified reasonable distance away from the scene of an active investigation commits a Class B misdemeanor. HB1186 Provides that a person who knowingly or intentionally approaches within 25 feet of a law enforcement officer after the law enforcement officer has ordered the person to stop commits a Class C misdemeanor. HB1016 establishes merit systems for all municipalities with at least twelve (12) officers serving a population of at least 10,000 people. We expect additional FOP bills will be filed soon, including a bill seeking to increase the COLA for the 1977 Fund.
